Why is quinoa forbidden but freekeh permitted, when both are whole grains?

Scientifically: quinoa is a high-value whole grain with complete protein (rare among grains), iron, folate, and fibre — and it's gluten-free, suitable for those with wheat sensitivity. Freekeh is also nutritious but contains gluten. Medical view: both are excellent choices, and banning quinoa removes properties freekeh doesn't replace.
If you avoid wheat or gluten, quinoa is an excellent alternative that surpasses freekeh in some respects. The system's quinoa ban is cultural more than scientific.
